The France international defender is out of contract this summer.
And he has told friends he is keen on the idea of moving across north London to the Gunners.
Centre-back Kaboul, 28, is best friends with Arsenal midfielder Abou Diaby and boss Arsene Wenger will need cover in that area with Thomas Vermaelen poised to leave at the end of the season.
Kaboul joined Spurs for a second time in 2010 from Portsmouth, for a fee of around £9.5m.
If Wenger does decide to snap him up - with Kaboul's injury problems a concern - it is certain to cause controversy and anger among fans of the White Hart Lane club.
They never forgave former skipper and England star Campbell for making the same switch in 2001.
Meanwhile, Thomas Vermaelen has urged Wenger to sign his contract and commit his long-term future to the club.

Wenger has hinted he will delay deciding whether to stay or not until the end of the season.
But captain Vermaelen said: "Everybody wants him to stay as long as he can.
"He's been incredible what he's done for this club and for the players as well.
"We would be really happy for signing on for a few more years."
