Absolutely. Harry almost indicated this to the BBC after the Man Utd game. He was basically saying he would rather bring new people in and let others 'rot' outside the 25 man squad than have no new players at all and a 1 out, 1 in policy.

Obviously that would mean paying people to do nothing, which Levy wouldnt want.

All I do know is that Levy had one very difficult balancing act in terms of incomings, outgoings and the timing of all such deals - the perception game, throw in brinkmanship....and it looks like a nightmare to navigate.
