@L-man , @raggyapparently the main reason is because the games are scheduled during international breaks which means a lot of our(and other big clubs') best players will be missing it. sounds like chelsea, liverpool and utd have declined their invitations too so it's looking like a bit of a farce currently.
The thinking behind the scheduling - all games in the international breaks, means that many of our best youngsters would not be available as they would be away with international youth teams. So that means only our '2nd rate' youth players would get the experience - which frankly is unhelpful
Additionally there is a requirement (I don't understand the full definition) of half the EFL team being from 'the first team squad.
All in all the player requirements mean that the very players we want to use in the competition (our best youngsters) will not be able to play in it due to its mandatory scheduling, while there may be also a drain by using first team players.
Total farce.
I'd guess that certain of the people drawing up those rules didn't want PL academies involved, hence they've made rules which negate the main purpose of PL academies being involved
