Why would they charge him if they aren't going to punish?
If the FA read the ref's report there was clearly enough in it to charge him with an offence. A precedent was set with the Costa punishment earlier in the season, so the FA have to be seen to follow it.
They can still appeal. With Roy's recent comments it wouldn't surprise me if the FA bottled it.
